The POLIS and Eurocities Charter on Automated Mobility

Project partner POLIS network and Eurocities have jointly launched the Charter on Automated Mobility in European Cities and Region!

The document calls for local and regional authorities to play a central role in the deployment of automated vehicles and Cooperative, Connected, and Automated Mobility (CCAM). This initiatives comes as CCAM technologies are moving beyond pilot projects towards larger-scale implementation across Europe.

As our ReSKILLING Project also endorses, the Charter sets out guiding principles to ensure that automated mobility supports wider public policy goals, including accessibility, safety, sustainability and efficient public transport.

What does the Charter say?

  1. Cities and regions shall be actively involved in legislation and implementation of CCAM
  2. CCAM shall support cleaner, safer and more accessible mobility - reducing car dependency
  3. Priority shall be placed on shared automated services
  4. CCAM should reduce congestion
  5. Cities should lead regulatory frameworks during the CCAM deployment process
  6. Cities should not adapt to new technologies, but new technologies should be integrated with existing transport, traffici management, and digita systems
  7. Public authorities need access to operational data to ensure safety and compliance
  8. Automation should reinforce Europe's integrated public transport
  9. Deployment must address impacts on workers, users and communities through social dialogue, skills development and public engagement
  10. 1Cities should have powers to regulate private automated vehicles

As our project is investigating socioeconomic impacts of skills deployment, especially point 9, recognising and supporting that role through early and continuous involvement of workers, citizens, and relevant stakeholders, as well as through awareness-raising and transparent communication to build public trust and acceptance.
