The European Commission presents the automotive action plan

On 5 March 2025, the European Commission officially released its Action Plan for the Future of the Automotive Industry, outlining a strategic vision to support the sector’s twin transition (green and digital) while addressing its social and economic implications.

This forward-looking document builds upon the groundwork laid by Horizon Europe partnerships such as 2Zero and the CCAM Association, and introduces plans to establish a European Connected and Autonomous Vehicle Alliance.

Advancing Innovation and Integration

The newly proposed Alliance aims to foster technological leadership across Europe by:

  • Developing next-generation software platforms, computing infrastructure, and AI systems tailored to the automotive industry.

  • Launching cross-border testbeds for autonomous vehicles by 2026, coupled with the development of a robust and harmonised regulatory framework.

These efforts are expected to accelerate the deployment of Connected, Cooperative and Automated Mobility (CCAM) technologies, ensuring Europe remains at the forefront of innovation.

Addressing Workforce Challenges

Crucially, the Action Plan also recognises the significant skills gaps and socioeconomic challenges affecting the automotive workforce. It outlines several targeted initiatives to ensure a just transition:

  1. Creation of a European Fair Transition Observatory
    A new body to monitor employment trends and workforce dynamics across the automotive value chain.

  2. Revision of the European Globalisation Adjustment Fund (EGF)
    Enhancements to support workers affected by restructuring and automation in the sector.

  3. Mobilisation of the European Social Fund Plus (ESF+)
    Focused assistance for individuals seeking job transitions and upskilling opportunities.

  4. Investment in sectoral skills partnerships
    €90 million in Erasmus+ grants dedicated to boosting education and training initiatives in the mobility ecosystem.
